Permits

FAR Part 135 - Indefinite Blanket Permit for Passenger, Cargo and/or Ambulance Operators

The Civil Aviation Authority of Mexico may grant an Indefinite Blanket Permit for the transport of passengers, cargo and/or ambulance for a complete fleet of aircraft. Once the permit is obtained, it can be modified by adding or removing aircraft. The annual verification must be done in accordance with the permit requirements.

The documents required by law to be presented before the Mex Civil Aviation Authority are:
  • 1. General power of attorney on our behalf apostilled and notarized Download, please only fill out Spanish version on second page. English version is only for reference *Hard copy required*.

    2. Copies of Registration and Airworthiness certificates for all the tail numbers on your fleet to be included.

    3. Mexican and Worldwide Insurance stating commercial use and including the tail numbers on your fleet. *Colored copies are preferred*

    4. Air Operator Certificate (should mention company name).

    5. Articles of Incorporation (apostilled and notarized) *Hard copy required*.

    6. Operations Specifications Manual.

    7. General Operations Manual.

    8. - Do85 (listing all the aircraft to be included in the permit).

    9. - ELT letter with updated equipment requirements Download to be signed by the Director of Maintenance or Director of Operations.

    10. Mexican AIP Manual (we will buy this on your behalf if you don’t have one already).

    11 OST FROM 4507/6410 stating the autorizathion for type of service to be performed.

    12. Questionnaire Download please only fill out Spanish version. English version only for reference.

    13. Certified FAA letter stating aircraft is equipped with the new requirement according to NOM-008-SCT3-2002 (Minimum Equipment List MEL).

            14. Safety Manual issued in Country of origin

            15. Mexican Insurance Subscription approval before the AFAC * we´ll do this on your behalf

            16. Noise Certificates for all of the aircrafts to be included.

 

  1. Company logo as an electronic file (JPG, PDF or similar).
  2. Your complete company address.
  3. Information regarding each aircraft (weights, three view draw, engine serial numbers, seat configuration, aircraft serial number, year of construction, etc.).
  4. Company organizational chart (Company Hierarchy Chart).
  5. Company directory (list of employees with phone numbers and e-mail addresses).
  6. Image showing hangar location in home-based airport or operations base.
  • The first process of the permit is to obtain a Security Manual against Acts of Unlawful. For this purpose, we need:

NOTE: It is imperative the pilot of the aircraft to carry all the original documents as they may be requested at any time by the airport autorithies.

Authorizations

(En) Far Part 91 - Multi Entry Authorization

All private foreign operators can fly to Mexico on a Multi Entry Authorization issued by the Mexican Civil Aviation Authority. The first landing must be at an international airport.

 

Documents required are:
  • Certificate of Registration (COR)
  • Certificate of Airworthiness (COA)
  • Worldwide Insurance (must state the word worldwide or all over the world)
  • Mexican Insurance (must state Private Use, i.e. Uso Privado and must have the PAID stamp/seal).
    • Both insurances have to match with company name in COR.**Mandatory**
  • Crew licenses (must have the correct type rating for the aircraft) * two crew will suffice
  • Crew medical certificates (must be no older than 12 months)
  • AFAC POA (filled and signed by company). Download. POA company name has to match with the one in the registration. **Mandatory**

Important: In case that the insurances are not under the name on the COR, an endorsement is accepted where the name on the COR is mentioned as well as the tail number.

The process time is between 10 to 15 business days, (timeframe could vary, depending on DGAC workload). The MEA is valid from the date of issue to the 31st of December of the current year.

Single Landing Autorizathion

Whenever you may need a single landing permit in order to operate within the mexican territory, please find below the documents needed:

FAR PART 91 - Private:
 
•         Airworthiness certificate
•         current Aircraft Registration
•         worldwide insurance stating Mexico is included & Mexican Insurance stating “USO PRIVADO” which means Private use.
•         pilots Licenses (both sides with aircraft type rating)
•         current crew medical certificates (dated within the last 12 months)
(Crew documents are to have all forms and formats ready prior arrival and to avoid delays regarding missing information).
Complete passenger information including full name, DOB, gender, nationality, passport number, passport expiration date, passport issue Country and Country of residence.
 
 
 
FAR PART 135 - Charter with no blanket permit (single event landing authorization):
 
•         airworthiness certificate
•         current Aircraft Registration
•         insurance Policy for “commercial use “issued by a Mexican entity (Insurance Policy acceptable per aircraft fleet). Please include payment receipt or seal.
•         insurance Policy issued by country of origin or Worldwide Insurance Policy stating Mexico is included.
•         OST 4507 (Office of the Secretary of Transportation) or  Certificate of Registration as a U.S. Air Taxi Operator under Part 298 of the Departments Regulations (12CFR PART 298 Domestic Air Transportation, Foreign Air Transportation and Transportation of Mail by Aircraft) issued by the U.S. Department of Transportation
•         Air Carrier Certificate (AOC)
•         AFAC Power of attorney letter (attached) please fill out the Spanish version
•         for Air Ambulance Service: License of Ambulance issued by your aeronautical authority of origin
•         pilots Licenses (both sides with aircraft type rating)
•         Current crew medical certificates (dated within the last 12 months) and
•         (Crew documents are to have all forms and formats ready prior arrival and to avoid delays regarding missing information).

Overflights

User ID and payments

To determine and pay these navigation fees, it is necessary to have a user account or identification with SENEAM, which is the authority that determines and regulates the use of Mexican airspace. To obtain this mandatory user ID, you must follow the steps below:

Mexican Air Navigation Services (SENEAM)

Send copies of the certificate of airworthiness, registration and a head letter to the following email addresses: miguel.valles@sct.gob.mx and maria.leon@sct.gob.mx .

Make sure that in the head letter you mention that you would like to set up an account and receive navigation fees. SENEAM will take from 3 to 5 days to reply to your request as long as all the documentation is sent properly.

After you receive these fees and user ID, you can send them to Manny Aviation and we can help you to process the payment including surtax and recharges if applicable.

Bear in mind that it is important to have these payments on time to avoid being blocked of overflying Mexican territory by SENEAM.
